The converter is designed to work with Vic3 mods, including games converted from EU4 to Vic3. Other mods may also work. There may be future support for combining the converter's output with other HoI4 mods. But this will be a low priority, and currently this is completely untested.

With 9k hours in eu4 and 500 in vic3 I can definitely say that eu4 is the more complex game with a higher skill ceiling, while the skill floor for eu4 is lower.
