I think Burston Prime is better because DPS and Burst dmg is better. Latron Prime is my favourite. I prefer weapons that favour accuracy and fewer shots over more shots and favour spamming. Whatever suits your play style, both are viable. The damage Burston can do in 2 seconds the Latron needs 3 seconds.

In Warframe weapon can be considered great if it has either HUGE raw DPS, good crit potential or good DPS+utility. Burston Prime has some utility (it heals with syndicate aigment) but has no crit potential and it's raw damage is not that awesome. It's a good weapon for a starchart, but not very for high level stuff.
