The items cannot be in a bag, they have to be in your main inventory. There are some hammers that works only as weapon, maybe that's the problem. Nails and planks are needed. As far as I've seen, wooden barricades are still attacked by zombies. Have not tested with metal. If you want a safe barricade, just build fences, then put any junk behind them. Furniture, build crates, etc. You have to use a specific kind of car barricade with the cars in front of, and right up against player built walls. This doesn't give the zeds enough space to crawl under them and get back up and attack the wall.
